How an emergency roll call works

When the alarm sounds, everyone leaves by the nearest safe exit and goes to the assigned muster point. The roll-call warden checks every name against the list of who was on site, marks each person present, missing or injured, and reports anyone unaccounted for to the incident commander or the fire department — who decide whether to search.

OSHA requires an emergency action plan to include procedures to account for all employees after an evacuation (29 CFR 1910.38(c)(4)). A roll call sheet is the simplest way to do it.

The weak spot: knowing who was on site

A roll call is only as good as the list it starts from. A pre-printed staff list includes people who are off today and misses visitors and contractors. A paper sign-in sheet works if everyone signed in — and if someone grabs it on the way out.

  1. Before the drill, decide who brings the list and how it's kept current.
  2. At the muster point, call every name; mark present, missing or injured.
  3. Note where missing people were last seen.
  4. Report to the incident commander right away. Don't let anyone re-enter.
  5. After the drill, write down how long the count took and what went wrong.

Frequently asked questions

What is a roll call in a fire drill?

After everyone evacuates to the muster point, a warden checks each person against the list of who was on site, so anyone missing can be reported to the fire department right away.

Is an emergency roll call required by OSHA?

OSHA's emergency action plan standard requires procedures to account for all employees after an evacuation (29 CFR 1910.38(c)(4)). A roll call against an accurate list is the usual way to meet it.

Who should take the roll call?

A designated roll-call warden — usually a supervisor for each crew or area, with a backup — who brings the list to the muster point and reports to whoever is in charge.
